Scope of Construction Management Services

Our construction management responsibilities cover all elements required to build and commission a functioning geothermal system. This typically includes the drilling of production and reinjection wells, installation of wellhead equipment, delivery of surface pipework and heat transfer systems, construction of energy centres, electrical integration, and building management system interfaces. We also oversee civil engineering works such as access roads, foundation pads, trenching, and utility connections. Where required, we manage integration into existing building infrastructure and supervise enabling works including decommissioning of legacy plant, site clearance, and temporary utilities.

Contractor Management and Supervision

We act as the principal contractor or construction manager under CDM Regulations, depending on project structure.

Our role includes the prequalification and procurement of subcontractors, negotiation of construction packages, and coordination of all site works. We prepare and issue the construction phase plan, ensuring that all parties are informed of responsibilities, hazards, and control measures. Site supervisors oversee daily activities, hold toolbox talks, and enforce safe working practices. We manage works interfaces to prevent schedule conflicts and ensure that construction progresses in line with the agreed design and programme. Non-conformance issues, variation requests, and risk events are addressed immediately through structured escalation and resolution procedures.

Health, Safety and Environmental Compliance

Health, safety, and environmental performance are central to our construction management role. We implement detailed HSE management plans that reflect both regulatory obligations and client-specific requirements. All works are subject to rigorous risk assessments, method statements, and permit-to-work procedures. We ensure compliance with environmental consents, including groundwater protection measures, dust and noise control, waste management, and ecological protection. Where works involve sensitive receptors such as healthcare sites, schools, or residential areas, we implement additional controls to minimise disruption.

Our site teams are fully trained in geothermal construction best practices and operate in line with ISO 45001 and ISO 14001 standards. Safety audits and site inspections are conducted regularly, with a zero-tolerance approach to unsafe behaviour or non-compliant working.

Programme Control and Scheduling

Star Energy manages the geothermal construction schedule using critical path methodology and milestone tracking. Each work package is planned with interdependencies, lead times, and contingencies clearly identified. We use project management tools to monitor progress, update forecasts, and highlight risks to delivery.

We issue weekly progress reports, maintain look-ahead schedules, and coordinate planning meetings with client and contractor teams. Quality Assurance and Testing

Our construction management team is responsible for ensuring that all works meet the required quality standards and technical specifications. We implement inspection and test plans (ITPs) for each major construction activity, from well installation to pipework pressure testing and equipment commissioning.

We maintain comprehensive construction records including test certificates, photographic evidence, material traceability, and redline drawings. Quality audits are carried out at key stages, and corrective actions are documented and tracked through resolution. At the close of construction, we deliver a full set of as-built documentation to support handover and future operations.

 

Integration and System Interface Management

Geothermal systems rarely operate in isolation. Star Energy ensures that all geothermal components are properly integrated with other site systems, such as backup boilers, CHP units, thermal stores, and building heating infrastructure. We work closely with M&E contractors, control system engineers, and facilities managers to test and verify system interoperability. This includes pressure testing and flushing of pipework, control loop testing, BMS interface validation, and safety system checks. Where a phased commissioning approach is required, we coordinate this with programme milestones and heat delivery obligations.

Stakeholder Coordination and Communication

Construction management also involves regular communication with a range of external stakeholders, including planning authorities, utilities, landowners, and end users. We coordinate compliance inspections, provide updates on construction impacts, and ensure that all third-party requirements are addressed during works. Our communication protocols are particularly important on constrained or high-sensitivity sites, such as NHS hospitals or city centre developments. We manage site access, noise restrictions, and service continuity to ensure minimal disruption to ongoing operations.

Handover and Closeout

At the completion of construction, we lead the handover process in line with client and regulatory expectations. This includes the delivery of operations manuals, maintenance instructions, asset registers, test records, and warranties. We support client training and site familiarisation for operational teams. We also prepare and submit closeout documentation to satisfy planning conditions, funding requirements, and health and safety file updates under CDM. The transition to operations is coordinated with Star Energy’s maintenance and performance monitoring teams to ensure a seamless move into the long-term operational phase.
