Scope and Approach

Turnkey geothermal delivery means Star Energy assumes responsibility for delivering a fully functioning heat production asset, ready for connection to the client’s heating system or heat network. Our role spans from concept to commissioning and beyond, with a single point of accountability throughout. The process begins with a structured assessment of geological potential and heat demand. From here, we move through feasibility, consenting, detailed design, construction, commissioning, and performance monitoring. We integrate all supporting services—such as drilling, heat centre design, BMS integration, and permitting—under one coordinated programme.

Lifecycle Phases of Turnkey Delivery

Our turnkey geothermal projects are delivered through five key phases: Assessment, Feasibility, Consents, Finalisation, and Construction. Each phase is supported by clearly defined technical deliverables, milestone reviews, and decision points.

In the assessment phase, we establish the viability of geothermal heat at the target site. This includes high-level geological screening using existing datasets, temperature gradient analysis, and preliminary energy matching against the site’s heat demand profile.

We also engage in early-stage discussions with stakeholders such as landowners, heat users, and planning authorities to define the project boundaries, site constraints, and long-term delivery potential. This work sets the foundation for subsequent phases and ensures alignment with project objectives.

Feasibility involves a more detailed technical and economic appraisal of the geothermal concept. We conduct geophysical modelling, heat extraction simulations, surface system layouts, and financial modelling to determine commercial viability. Star Energy produces a full feasibility report with clear recommendations, identifying geological targets, projected flow rates, temperature outputs, infrastructure design concepts, and indicative costings. We also define the next steps required to move the project forward to the planning stage.

The consents phase covers all necessary permissions required for drilling, construction, operation, and environmental compliance. This includes Environmental Permits for abstraction and reinjection, planning permissions for surface infrastructure, and notification under the Infrastructure Planning (Environmental Impact Assessment) Regulations. We lead all regulator and authority engagement, prepare supporting technical documentation, and coordinate public consultations where required. Our in-house experience navigating the UK planning system ensures consents are secured efficiently and with full risk awareness.

During the finalisation stage, we complete all detailed designs, procurement packages, and implementation planning. This includes final well design, surface system engineering, control systems integration planning, and commissioning schedules. We also finalise supplier contracts, logistics, safety management plans, and risk registers. At this point, we present the full delivery plan to the client and secure approval to proceed to physical delivery.

Construction includes drilling of geothermal production and injection wells, installation of wellhead and surface equipment, energy centre construction, electrical and thermal integration, and commissioning. Star Energy provides full construction management services throughout this phase, including site mobilisation, contractor coordination, HSE management, quality assurance, and reporting. Upon completion of the physical works, we move into system commissioning and validation to confirm system performance and readiness for operation.

As part of our turnkey model, we manage the integration of the geothermal system into existing heating and control infrastructure. This includes designing compatible heat exchanger systems, interfacing with legacy or backup systems, and configuring SCADA or BMS platforms to accommodate new operational data.

Where sites are operating continuously (e.g. hospitals), we implement phasing and redundancy strategies to allow uninterrupted heat supply during commissioning. We ensure the geothermal system is configured to deliver peak reliability and performance under real-world conditions.

Procurement and Supply Chain Management

Star Energy handles the full procurement process as part of our turnkey service.

This includes long-lead items such as drilling rigs, heat exchangers, thermal storage units, submersible pumps, and electrical components. Our supply chain is structured around UK and European partners with proven geothermal delivery experience. We develop detailed equipment specifications, evaluate vendor proposals, and negotiate terms that protect programme schedules and budget. Our commercial team oversees logistics, delivery inspections, and customs compliance, ensuring all components are delivered to specification and schedule.

 

Construction Supervision and Quality Assurance

Our construction managers maintain full oversight of geothermal works, ensuring alignment with the detailed design and regulatory requirements. We supervise all site activity, including drilling, mechanical and electrical installation, civils, and commissioning. Quality control is enforced through inspection and test plans, non-conformance tracking, and detailed project documentation. Safety and environmental performance are managed under project-specific HSE plans, in line with CDM Regulations, EA permitting conditions, and client requirements. All works are executed to the highest standards of safety and technical compliance.

 

Commissioning and Handover

Star Energy leads the full commissioning process, including system pressure testing, heat delivery validation, electrical integration, control system configuration, and safety interlock testing. We provide all operational documentation, maintenance schedules, training, and performance warranties required to ensure a successful transition to client-led operations. Commissioning is carried out in structured stages, with live monitoring of thermal output, flow rates, and energy centre performance. Once targets are achieved and verified, the system is handed over for operational use, with continued monitoring by our performance team.

Ongoing Operations and Maintenance

Our turnkey delivery model extends beyond construction. We offer post-handover support through operations and maintenance (O&M) contracts and performance monitoring services. This includes periodic inspections, predictive maintenance, remote system diagnostics, and data analysis to ensure continued compliance with operational benchmarks.
